As Ontario’s population continues to soar, the demand for housing has reached unprecedented levels. With a commitment to addressing this pressing issue, the Ontario government has embarked on an ambitious mission: to build at least 1.5 million new homes by 2031. Ontario’s Housing Supply Progress

Ontario stands as one of the fastest-growing regions in North America. From July 2022 to July 2023 alone, the population surged by nearly half a million people. As the province experiences this rapid growth, the need for housing becomes increasingly evident.

In 2023, a significant stride was made with 109,011 new homes commencing construction, encompassing various types such as housing starts, long-term care facilities, and additional residential units. Particularly noteworthy is the initiation of nearly 19,000 new rental units, marking the highest record in history. Furthermore, out of the 74 recommendations outlined by the Task Force report, 38 have already been implemented or are currently in progress.

Tracking Housing Progress

To ensure transparency and accountability, Ontario provides tools for tracking housing progress. The Housing Supply tracker allows municipalities to monitor the number of new homes being constructed, while the Housing Affordability Task Force enables stakeholders to oversee the implementation of recommendations aimed at addressing the housing supply crisis.

What We’ve Done So Far

The government has taken multifaceted actions to bolster Ontario’s housing supply:

For Renters:

  • Implementation of a 2.5% cap on rent increases for rent-controlled units in 2023 and 2024, below the inflation rate.
  • Record-breaking levels of rental housing starts in 2023.
  • Removal of the provincial portion of the HST on new purpose-built rental construction.

For Municipalities:

  • Establishment of the $1.2 billion Building Faster Fund to incentivize municipalities in expediting home construction.
  • Investment of up to $350 million to modernize and streamline approval processes.
  • Augmentation of adjudicators and staff at the Ontario Land Tribunal to reduce the backlog of cases.

For Home-buyers and Home-owners:

  • Expansion of the Non-Resident Speculation Tax province-wide, with an increased rate to 25%.
  • Enactment of new standards for builders to protect homebuyers and heightening fines for unethical behavior.
  • Introduction of gentle density policies allowing up to 3 residential units on most residential lots without needing a by-law amendment.

For Communities:

  • Allocation of $4.4 billion over the past 3 years to community and supportive housing programs.
  • Elimination of development-related charges for affordable and non-profit housing.
  • Launch of the Homelessness Prevention Program to simplify access to provincial housing and homelessness supports.
